Project Description

We designed and built the BEE Consumer & Surveyor App and web portal to digitise the Bureau of Energy Efficiency's Standards & Labelling programme. The core design problem was a split audience in one product: everyday consumers who need to verify a star-labelled appliance in seconds, and authorised surveyors who need a structured tool for field inspections. We shaped one platform that serves both, with an admin web portal tying their work together.

Problem

This was a dual-audience design problem. Consumers needed a fast, accessible way to verify star-labelled appliances, raise complaints, and see non-compliance alerts. Surveyors needed the opposite: a structured, rigorous tool for inspections and compliance data. A single one-size-fits-all interface would have failed both, so the real challenge was serving very different needs in one coherent product.

  • Problem 1 Consumers needed quick, accessible tasks: verify a star label, raise a complaint, and catch non-compliance alerts without friction.
  • Problem 2 Surveyors needed structure and rigour: mandatory inspections, technical validation against the central database, and detailed reporting.
  • Problem 3 Administrators needed oversight: a live, nationwide view of compliance instead of slow, manual monitoring.

Solution

Our approach was to unify the two roles in one platform and let the interface adapt by mode, balancing consumer simplicity against surveyor complexity rather than forcing one design on both.

  • Solution 1 Consumer Mode, designed for speed and accessibility: browse certified appliances with smart filtering, scan a QR code for instant verification, submit complaints, and get real-time non-compliance alerts.
  • Solution 2 Surveyor Mode, designed for structured field work: run mandatory inspections, validate technical parameters against the central database, record ratings, specifications, and placement, and generate compliance reports.
  • Solution 3 Web Portal, designed for oversight: every inspection and compliance record in one place, with monitoring dashboards and real-time market-surveillance visibility for enforcement teams.

Design Process

From discovery through delivery: research interviews, information architecture, wireframes, hi-fidelity UI, and developer handoff. Each gate was validated before the next began.

A tuned design system (type scale, colour, and component library) built to keep the experience consistent across every surface.

The Result

By splitting the experience by audience instead of forcing one interface on everyone, the platform delivered transparency, streamlined market surveillance, and stronger consumer trust. Verification that once took guesswork now takes a QR scan, field inspections run on structure rather than paper, and enforcement teams work from live data. It gave BEE a real-time, nationwide view of compliance and gave consumers a star rating they can actually trust.
